High cpu and EPF

Of course. Unless you increase cpu limit as well, they will not be able to use more then 25%.
Just don raise to much (like 100s) -- apache has limited number of slots (clients that it can handle at the same time) -- and this is what that parameter protects.

Are we right in thinking that raising the concurrent connections will have no affect if their maxing out the 25% cpu limit ?

concurrent connection seems to be a bit low for busy sites.
The number of cores really depends on how busy they are.
Of course the question is -- how much of your server are you willing to give to those two sites, as it seems that they are really using 2 cores...

server is a dual quad core ( so 8 cores )
Our default is set to 2 cores per LVE and and 25% cpu usage. Concurrent connections =25
But two busy sites running WP max out cpu daily and EPF is always over 150 per day. Any suggestions on changing LVE values?
