It will be better to install DirectAdmin before CloudLinux, but yes:
- install minimal
- connect over ssh
- install DirectAdmin
- convert server to CloudLinux
There are no any minimal requirements to run CloudLinux, if your server runs CentOS - it is applicable to use CloudLinux as well.
There are few exceptions about the hardware, but mostly - all the hardware supported by RHEL/CentOS are supported as well.
