Core2Quad Cpanel cant set more CPU usage as 25%

Hello
I use Cloudlinux on an Core2Quad with Cpanel.
When i try to add one User more as 25% Cpu Usage its not working.
25% is the Highest.

When its working with more as 25% and more as one Core?
When its possible to set an Limit for User in Ram Usage?
When i use only the Cpanel Plugin for WHM can i use than all features?

You have 4 core server, and hitting 1 CPU per LVE limit.
To go above that limit, you have to use LVE 0.8, which is currently in beta:
That version also adds memory limits.
