    It seems that when we change the max number of cores that can be used by particular LVE(ncpu), we need to reboot the server for applying change.
    Is there any way to avoid this, its a really limited constraint to reboot the whole server every time after changing an LVEs ncpu.
    Any Help would be really much appreciated.

    There is no solution for that yet. We plan to have a kernel that allows NCPU change without reboot in September.
    What you might want to do is to set ncpu to total number of cores (or maximum you want) for all users at one time, and use just CPU limit after that.
    The problem with that is that there will be more migration threads.
