    It seems that after creating a user via directadmin it requires the client to open a php file on his/her website to initiate the related lve,
    But as I want to set many limitations for each user on directadmin like memory and ep, I need the lve to be initiated automatically at the beginning,
    So is there any better way to initiate an lve? like a ssh command?

    Any answer would be much appreciated.

    The idea is that LVE is created first time it is needed. There is no point at all creating it in advance.
    So, you don need to create php file/initiate it. Once it is needed -- it will appear.
    It is just that it is not used to serve static files, so as long as only static files are used -- there is not much benefit in it.
