503: triggered by mEP only, or by other limits?

Just to be sure, is exceeding maximum entry processes (MepF) the only way to trigger a 503 error page?

My graphs look like the ones pictured here: http://help.reconvoice.com/web-hosti...lly-using.html (not my host), where mCPU spikes out and mEP stays low. That just causes a slow down?

entry processes faults usually cause 508 (unless you have old version of mod_hostinglimits)
503 can be caused by many things, like memory limits, errors in scripts, etc..
