Global enable mod_lsapi and disable for specific domains

Currently, lsapi cannot be enabled for all server and disabled only for some, while the opposite is possible... It would be great to allow having it enabled for all, with an exception list... Also, would be good to have GUI on WHM/cPanel, that lists and manages all domains enable/disable, similar to the new WHM backups user selection tool. Thanks!
