Package limits getting overridden by default user limits

I have set limits on the package level but users' limits are getting overridden by the default user limits.
This started happening after setting the default user limits. It seems this only affects the INODES limit.
Below are the screenshots of a package and some users.

nipponwh and hothotlk users were created after setting default user limits. kmccnslk user was created earlier and it has the correct limits.

Can you please help me resolve this issue?

The priorities of limits are the following: default > package > individual, while individual is the highest priority and will overwrite all the others.

In your case please check if no individual limits are being set in 'Users' tab > click on Edit (pencil icon) next to the user nipponwh or hothotlk.
