Lets say I have the following hardware - Intel Quad core CPU and 8GB RAM.
If the SPEED limit in CloudLinux is set to 200% for each account and 2 accounts are using their full limits what happens when 3rd and 4th accounts try to try utilizing the CPU?
The documentation says 100% SPEED limit equals 1 core. So on an Intel processor with HT is 100% one core or one thread? Since Linux shows each thread as a separate processor in /proc/cpuinfo.
