CloudLinux LVE Manager changes doesnt save

A couple of cpanel users are getting 100% CPU Usage (100bytes) and Entry Processes (20/20).

I tried to increase from WHM Home »Server Configuration »CloudLinux LVE Manager

but it wont save? it automatically takes back to default.

is the issue is with cloudlinux?
