Unclear about LVE Speed (cpu) limits

I read documentation on CPU speed limits and am a little unclear about it.

Ive set my Package SPEED limit to 200%. My server has 2 x 2.9 Ghz CPU, 6 core/cpu.

What does that actually mean? Does it mean a user can use 100% of 2 cores or 6% of 12 cores?

What would you recommend on web hosting server with specs I have.

200% means any user can use up to 100% of two cores which is a reasonable value for a 12-core system.
