can any one tell me when mariadb10.11.8 version support available in cloud linux?

Usually it is happening in a few weeks after the official release. As of now this version was not released even on mariadb
I guess you misspelled the right version, what exactly are you looking at? The latest from 10 is 10.11 , and latest from 11 is 11.7 .
If you are looing at 11.x releases I have a bad news for you, as per our policy, we do not provide support for short-term releases of MariaDB. It's important to note that all 11.X versions are designated as short-term, as indicated in the MariaDB maintenance policy: https://mariadb.org/about/#maintenance-policy.
