Can the LVE be applied to the reseller account. To prevent the combined of all of his users fr om going over the lim it. Is this a possibliity?

No, this is impossible at this moment.

Yea I thought so. A LVE within a LVE. Or just to string the RAM usage together and add it up. IS this planned to be in the future?

We might do it based on lve-stats data that we collect. It would have few minutes (or 1 minute) resolution.
It is possible, but it is not something we plan to target for the next 3 months.
