Cpu Limit

Hello,

I installed ClouLinux, set the default 25 cpu, 1GB mem, 20 Concurrent Connections.
Now, when I view Chart Stats, CPU is 100, does not appear 25 and not limited to 25. Attach image.

The CPU on the chart is normalized relative to 100%
