Why does it show that in cpanel as 0 when the CPU Usage is 16/100%? Is this normal? Thank you.

Michael,

It is hard to say. We poll memory usage once a second, so we might miss the memory usage. While we account for each CPU tick.
On the other hand -- maybe memory is disabled on that server or mod_php or similar technology where we cannot account for memory is used.
