purpose of memmonitor?

In LV the memory for each client is 1GB by default. So if a client uses more than memory limit then their site will be restricted just like the cpu usage right? So if thats the case, why would you use memmonitor?

memmonitor was created before we had memory limits.
Yet, even today it helps by killing userland programs before OOM kicks in.
