Kernel Headers to build a add-on driver module

I installed this kernel,
along with these kernel-headers,
but I can build modules because :

/lib/modules/2.6.32-231.21.1.lve0.9.18.1.x86_64/build/

is missing.

Suggestions ?

It should be kernel-devel, not kernel-headers
kernel-devel is used to compile kernel modules
kernel-headers for user land software
