Whitelist or Captcha or Block Access to Certain URLs

It would be awesome if we could create lists of URLs and specify access rules for them. A few scenarios: 1. If the user accesses "wp-admin" and is not 192.168.1.1, then block. 2. If the user accesses "wp-admin" and is not 192.168.1.1, then captcha. 3. If the user accesses "wp-admin" then captcha.
