Whats the Diffrence 1LVE Core 25% and 4LVE Core and 25% ?

I have an question about the LVE Settings.
I had the Settings made so:
25% CPU Usage
1LVE Core
and my Server Load was high.
Now i has made this Setting:
25% CPU Usage
4LVE Core

What is the diffrence with it?
Because 25% is only 1CPU from my Core2quad or how it is when i made 4LVE Cores 25%?

I really wonder about that too. Ive just installed cloud linux on my cPanel server. Whats the different between %25 limit, 1LVE Core and %25 limit, 4LVE core on Quard Core Xeon server?
