What is the message when you do lvetop?
What is the output of uname -r
What is the output of rpm -qa|grep lve

Yet, 3 most likely reasons:
1. You are running non-CL kernel
2. You are running old CL kernel (lve0.7.x)
3. You don have lve-utils, lve or lvelib RPMs installed.

yum reinstall cpanel-lve

if that doesn help -- contact our support, and we will try to help.
Most likely -- mod_hostinglimits is not included for some reason.
