Can I use reseller limits, but not give them control over their users?

Is there a way, with Reseller limits, so show them what they are using in total, but not letting them be able to set the limits for their users.
i.e. I would quite like to be able to give my resellers more cores in total, but I dont want them to be able to give those cores to every user they have, otherwise it wouldnt actually be on benefit.
I would quite like the standard 100% per site to stay, but allow them to reach that on more sites simultaneously.
If that makes sense?

Could you please clarify, are you talking about some kind of "read-only" reseller limits? I.e. you dont want your reseller to control the limits, but let the admin do all the work? Also please clarify regarding the "no benefit" part.

Im asking to understand the issue better, and provide proper feedback to our devs.
