How long will Cloud Linux continue to provide hardened PHP packages for EOL versions?

We will support this version for at least 4 years after community EOL. But in fact, we will support it as long as customers need it

Additionally, we will provide end-of-support notice one year in advance.

As 7.0 is EOL as of December 1, 2019, has the end-of-support notice for 7.0 been issued already? That 4 year mark is less than a year away.

You are right, however, we do not have any official EOL dates.

While another fact is that we just this summer stopped supporting PHP 4 (which is 14 years after the official EOL). You have plenty of time.
