it could be the user where the backup is taken with. If you have lve enabled with limits, possible you are limiting the migration proces like the cap on cronjob and other processes from users.
I have been thinking because I have the same dilemma with migrating Plesk running LVE kernel. I have to use the normal kernel for it to have the migration up and running, so i have to give the server a reboot. With a very small sample data, it took quite a while compared to the servers i have used previously.
Now we have a problem with Plesk Migration running LVE kernel. We have to reboot the server and boot to normal Kernel to make the migration work. Running under LVE will took forever to migrate 100 MB website data from one server to Plesk server running CloudLinux.
